Harvard President Alan Garber said on April 15 that the United States faces challenges similar to those experienced by Europe during its post-war brain drain, raising concerns about the nation’s future as a leader in global research. Garber’s comments came during a discussion with Wall Street Journal Editor-in-Chief Emma Tucker at an event titled “Universities, Democracy, and the American Future,” held at 92NY in New York.
Garber compared recent developments in U.S. higher education—including funding cuts and stricter immigration policies—to conditions that once prompted European scientists to leave their home countries for opportunities abroad. He said these changes could threaten America’s long-standing position as a hub for scientific innovation.
He explained that after World War II, strong financial partnerships between universities and the federal government helped propel U.S. research ahead of other nations by attracting top talent from around the world. However, Garber warned that this partnership is now under strain: “The government’s recent assault on research universities… threatens to unravel that partnership and reverse the flow of talent.” He also noted increased efforts by other countries such as Canada, Europe, and China to recruit American scientists or encourage scholars trained in the U.S. to return home.
Ken Wallach, board member of 92NY who introduced the event, said: “Since World War II, the nation’s universities have been both symbols and drivers of American leadership at home and abroad, engines of discovery, economic growth, and democratic vitality.”
When asked whether Harvard should refuse federal funding due to current tensions with government policies, Garber responded: “Federal funding is not a gift. We have to be very clear about that. It is a payment for work being conducted at the request of the federal government… If we were to say we are not going to conduct research… it would cut out a big part of our heart.”
Garber acknowledged shortcomings within higher education institutions themselves—such as delays in addressing antisemitism—and outlined steps taken by Harvard task forces aimed at improving campus climate through education reforms.
Despite these challenges—including uncertainty over artificial intelligence’s impact on learning—Garber expressed optimism about emerging fields like quantum computing and life sciences: “I think our cause is just… This is not about Harvard. It is about higher education; it is about the future of the country.”
Looking forward, Garber concluded: “I want to do my part, and I know the entire Harvard community wants to be part of making this a stronger country and a better world.”
